As humans we are wired to long for story, we will make in assumptions to complete information we don't have. These back stories vary from one person to another. While we can't change the human race to prevent this natural experience, we do need to write our policies and procedures to provide the information needed. Failure to do so leave the users of the written policies and procedures to fill in the blanks, and when this happens you won't know what people think you mean.
