Over the years I have written extensively about the New Public Management or NPM mindset that first began to influence if not dominate public sector procurement practice beginning in the late 90s.
For those unfamiliar with the term, the New Public Management or "NPM" approach was based on the premise that the private sector was more proficient in its purchasing. As a result, the public sector began to look at emulating private sector practices as a means of achieving better results in key areas including savings.
The fact remains that the public sector is notably different from the private sector in several important areas, especially in terms of procurement - and more specifically relationship management.
