Or a combo of both? Is ICLEI AKA "Local Governments for Sustainability"  (the current nom dujure), constitutional? That's the main question that our guest, Sandy Sanders, will tackle.

Elwood Earl "Sandy" Sanders, Jr. is an attorney and political blogger from Virginia who brings many assets to the libertarian/tea party/patriot movement.  He has authored or co-authored ten scholarly law review articles either in print or to be published.  The tenth one is on why ICLEI is unconstitutional for any US municipality to join as it conducts foreign policy - that is why Sandy is here tonight.  He was also Virginia's first Appellate Defender and presently works for a legal printing company in Richmond. Sandy has also been an adjunct at six different colleges and universities, incvluding VCU and the University of Richmond Law School. Of course all these titles do not imply endorsement!
