Dr. Patricia Mays was born and raised in Monticello, Arkansas, as Patricia Ferrell. She graduated from Monticello High School, earned a bachelor and master of science in Industrial Engineering from the University of Arkansas-Fayetteville, and earned a Ph.D. in Engineering at Texas A&M University College Station, Department of Industrial and Systems Engineering, with specialization in Ergonomics, Production and Statistics. Dr. Mays is married and is the mother of three children. 

Dr. Mays has professional work experience as a manufacturing engineer, quality engineer, quality manager and director of quality assurance and regulatory affairs, working in the defense contracting, semiconductor equipment, and medical devices industries. She has expertise in areas including software development, quality assurance, manufacturing operations, process improvement, product development, risk management, organizational development, research, and data analysis. Dr. Mays is recognized as a Certified Quality Auditor and Certified Manager of Quality and Organizational Excellence by the American Society for Quality. Mays is a member of Alpha Kappa Alpha Sorority, Inc., and a licensed Professional Engineer.

Dr. Mays is the founder of South Arkansas Growth Organization, Inc., a nonprofit community development corporation working to improve health, education, business, and housing in the 19 counties in the southern part of the state; and Kallion Learning Company Monticello, Inc., an innovative nonprofit K-12 private school. She is passionate about restoring control of government to the citizens and building the economies and communities of south Arkansas, and believes the keys are better education and the creation and strengthening of small businesses.
