Dr Overs Banda began his career in the civil service  in 1974 which spanned over a long period of years until he retired in 2002. He served in various positions ranging from Registrar of Companies and Permanent Secretary in three government ministries namely; Ministry of Lands, Local Government & Housing and Office of the Minister without Portfolio respectively.

Dr Banda has a Bachelors degree with double majors in Law and Economics from the London School of Economics, Masters in Law; Franklin Pierce Law and a PhD in law from Madison University. Dr Banda serves on numerous boards of directors of various companies and guest lectures at a local governance seminar hosted by the University of Zimbabwe. He is currently the chairman of the Citizens Economic Empowerment Commission (CEEC).
He joins us on the show to discuss the implications of the PF government’s creation of new districts and moving of the provincial HQ for Southern Province from Livingstone to Choma. The ramifications and cost implications to the national budget and treasury. If there is need for new districts or if an injection of development projects and infra structure into existing ones is a better option.
