WTF News: Virginia Beach GOP Chairman Called To Resign For Email-Forwarding A Rasict Joke

Republican Party of Virginia Beach Chairman Dave Bartholomew is called to resign by both the Democratic and Republican Parties after allegedly forwarding a email containing a racist joke. Is the joke racist? Or, is the joke even funny?
